Germany's experience, and what it predicts for the UK

The UK specification is built on the German standard, and the safety study behind it tested German devices on UK wiring. But three things do not cross the Channel: the ring final circuit, the BS 1363 plug, and Germany’s decision to stop making people notify their network operator.

The UK copied the German framework on purpose, and said so.

The government proposed using DIN VDE V 0126-95 — the German standard for plug-in solar devices in mains-parallel operation — as the baseline, amended for the UK context. 86% of respondents supported that, citing Germany’s deployment experience, faster market access, and the fact that many products are already designed and tested to it.

The DESNZ electrical safety study went further and tested German devices on UK wiring. Its conclusion, as reported in the government response: “None of the testing undertaken identified any aspect of existing German devices on the market that would be intrinsically unsafe on a UK ring main circuit.”

What does not transfer: the ring final circuit, the BS 1363 plug, and Germany’s decision that registering the device centrally is enough — where the UK still requires G98 notification.

What the UK borrowed

The specification lists DIN VDE V 0126-95 (VDE V 0126-95):2025-12 — Plug-in solar devices for mains parallel operation, Part 95: Safety requirements and tests as an applicable standard. The “V” matters: it is a Vornorm, a preliminary standard, which is itself a sign of how recently this whole area was formalised anywhere.

The borrowing is visible throughout:

  • the 800 VA device limit
  • the 960 W PV module threshold above which professional assessment is advised — the specification says this “reflects the principle in DIN VDE 0126-95 that plug-in solar device above 960 W PV” warrants that step
  • the approach to mounting and structural analysis: the government response notes that principles of mounting suitability, structural assessment and mechanical stability “are also reflected in DIN VDE V 0126-95, which requires manufacturers to provide a structural analysis for intended mounting arrangements”
Why borrow at all

Respondents gave the department a clear commercial reason, and it is worth understanding because it explains the speed.

Many plug-in solar products already exist, designed and tested to the German standard. Building a bespoke UK specification from scratch would have meant manufacturers producing UK-only variants, at UK-only volumes, at UK-only prices — for a market of unknown size.

Aligning with the German baseline means the UK is a variant of an existing production run rather than a separate product. That is the difference between kits appearing in months and kits appearing in years.

What the safety study found

The department commissioned an independent electrical safety study, published alongside the consultation on 16 June 2026, and it is the evidential spine of the whole framework.

The headline finding, quoted in the government response: no aspect of existing German devices on the market was found to be intrinsically unsafe on a UK ring main circuit.

The qualification, which respondents pressed and the government accepted: the testing identified variation between products on

  • electromagnetic compatibility
  • export limitation performance
  • voltage and frequency response behaviour
  • compatibility with certain protective devices

Respondents also questioned whether the study represented the diversity of UK installations, particularly older housing stock and legacy protective devices.

The government’s answer is the reason the UK specification is not simply the German one: it “sets out improved technical requirements relating to areas including anti-islanding performance, export limitation, electromagnetic compatibility, residual current protection, maximum residual DC current, product testing and registration.”

So the honest summary is: German devices are not dangerous on UK circuits, but they are not uniform, and the UK specification tightens the things that varied.

The ring final circuit

This is the genuine technical difference, and it is why the “one per circuit” question was asked here and not there.

British domestic wiring commonly uses a ring final circuit — a loop of cable leaving the consumer unit and returning to it, with sockets along its length, protected typically at 32 A. German circuits are usually radial, running from the board to the sockets and stopping.

The specification’s scope section states the constraint directly: only one plug-in solar product per household final ring circuit, “to ensure the currents flowing through the electrical connection to the consumer unit remain within safe levels.”

Consultation respondents identified ring circuits, older consumer units, RCD compatibility and the suitability of BS 1363 for generation as the main areas where the German approach needed UK amendment. Half of respondents were satisfied the referenced technical standards suited the UK context — which, read the other way, means half were not, and those were the reasons.

Where Germany went further than the UK

Germany’s framework has been simplified in ways the UK has not adopted.

In March 2024 the Bundesnetzagentur cut registration in the Marktstammdatenregister from around twenty data entries to five, and flagged pending legislation under which balcony systems would “grundsätzlich nicht mehr beim Netzbetreiber gemeldet werden müssen” — in principle, no longer need to be reported to the network operator — with the agency notifying the operator itself.

Great Britain has not done this. G98 notification remains required, and the specification obliges the manufacturer to print on the product a statement that notification about connection and disconnection is mandatory, with a link to instructions.

There is a defensible reason for the difference — Britain’s distribution network operators are separate regional companies rather than a single federal register — but the consequence for a householder is one more step than a German buyer faces. Several consultation respondents asked for exactly this simplification, including a simplified G98 registration process, and the government’s position is that it will continue to work with stakeholders on implementation.

What German experience does and does not predict

It does predict that compliant devices can be used safely on domestic circuits at scale, that a product market exists at accessible prices, and that demand is real: the Bundesnetzagentur recorded 300,000 balcony systems registered in 2023 alone, out of 1.6 million new generation installations that year.

It does not predict UK uptake, for three reasons we would want anyone forecasting to address:

Housing tenure and roof access. The strongest case for plug-in solar is a household that cannot install rooftop — a flat, a rental, a balcony. Britain’s housing stock is proportionally more house-heavy than Germany’s, and for a household with a usable roof, rooftop wins by roughly five to one.

The notification step. Germany removed friction that Britain retains.

The export question. A German household’s economics are their own; a UK household’s comparison with rooftop includes the fact that a plug-in kit cannot claim SEG export payments while an MCS rooftop installation can.

The most defensible statement we can make is the one the government itself makes: the German precedent demonstrated the safety of the approach, which is why the UK adopted it as a baseline. Uptake is a different question, and it will be answered by British prices, British housing and British paperwork.

What we are watching

  • whether the UK adopts any simplified G98 registration, which is the single change that would most align the consumer experience with Germany’s
  • whether German-market products appear in UK listings without UK plugs or ENA registration — see the red flags in the buying guide
  • whether DIN VDE V 0126-95 moves from Vornorm to full standard, and whether the UK’s “enduring standards” work follows it
  • any published German field data on incidents, which would materially improve the safety comparison in both directions
