How it was made

scripts/data/fetch-whlg-authorities.py reads the department’s page. That turned out to be less straightforward than it sounds, and the reason is worth recording: the page has no HTML table. The allocations are carried in structured data embedded in the page as a schema.org FAQ block. A parser looking for a table finds nothing and reports zero rows, which is exactly what ours did first.

The script also takes its date from the page’s own dateModified rather than from the day we happened to read it, so a stale figure declares itself as stale.

scripts/data/build-downloads.py emits the CSV, and refuses to write it if the individual allocations do not sum to the total the department publishes.
